Illicit Discharge Detection and Elimination
Illicit Discharge Detection and Elimination (IDDE) refers to the requirement in the MS4 Permit for municipalities to look for, identify, and eliminate “illicit” discharges to the MS4 (i.e., discharges that are not composed entirely of stormwater or that are not considered “allowable non-stormwater discharges” in the MS4 Permit). Obvious examples of illicit discharges might include sanitary sewage entering the storm drain system, or illegal dumping of used motor oil into a catch basin. The 2003 Massachusetts MS4 Permit required each permittee to “develop, implement and eliminate” illicit discharges.
2016 MA-MS4 IDDE Template
In April 2016, the USEPA released a new MS4 Permit for Massachusetts. One of the requirements of the permit is that each regulated community needs to have a written document describing its IDDE program. This document must be in place within one (1) year of the effective date of the permit (Due: July 1, 2018).
Under a stormwater technical assistant grant from MassDEP, the CMRSWC, along with the engineering firm Fuss & O’Neill, developed a template for municipalities to use when creating their own IDDE Program Plan. The IDDE Plan template addresses the requirements of the 2016 MA-MS4 Permit and can be customized to the specific needs of individual communities.
